马来西亚国际银行在2020年3月25日(三),公布了最新的《暂缓6个月还款》常见问题 (Frequent Asked Questions)。

【问题一】什么是《暂缓6个月还款》?
【答】这个是国家银行暂时性的放缓大家现金流压力的政策。马来西亚国家银行于2020年3月24日(二)宣布所有个人与中小型企业将自动被允许延迟6个月支付他们目前所有的贷款,包括房屋贷款,汽车贷款。所有信用卡的欠款,银行将会提供客户选项以将它们转为不超过三年的定期贷款。

自动延迟付款所产生的额外利息会进入母金,让借贷在未来才累积付款。这个至少能让现金流有问题的商家和个人喘一口气,在这个困难期间不会因为现金流的问题被放上黑名单。
六个月过后,大家还是需要继续支付贷款供期的。

【问题二】为什么会有这个政策?
【答】新冠肺炎的爆发让全球经济都大受影响,许多人现在都面临现金流危机。这个政策能让现金流有问题的商家和个人喘一口气,在这个困难期间不会因为现金流的问题被放上金融黑名单。

【问题三】是否也包括个人贷款?汽车贷款?
【答】只要能符合以下条件,全部由银行或发展金融机构 (Banks & development financial Institutions)的贷款(除了信用卡)的借贷者都自动获得这个帮助:
1. 在2020年4月1日之前,不拖欠超过90天的所有贷款供期。
2. 以马币进行结算的贷款
3. 借贷者为个人(所有人)与中小型企业
非中小型企业或其它借贷者,如有需要,需自行向各自的银行或发展金融机构洽谈宽限期。

【问题四】从2020年4月1 日开始后的六个月,宽限期已经结束,那我能要求更长的宽限期吗?
【答】这项政策只有六个月期限,如果您要求更长的宽限期,需自行向各自的银行或发展金融机构洽谈。

【问题五】如果我在2020年4月1日到2020年9月30日期间延迟6个月缴付贷款,我的名字会不会进入金融黑名单(Bad Record in CCRIS)?
【答】不会。但是自动延迟付款所产生的额外利息会进入母金,让借贷在未来才累积付款。这个至少能让现金流有问题的商家和个人喘一口气,在这个困难期间不会因为现金流的问题被放上黑名单。

【问题六】我需要申请吗?
【答】不需要。只要能符合以下条件,全部由银行或发展金融机构 (Banks & development financial Institutions)的贷款(除了信用卡)的借贷者都自动获得这个帮助:
1. 在2020年4月1日之前,不拖欠超过90天的所有贷款供期。
2. 以马币进行结算的贷款
3. 借贷者为个人(所有人)与中小型企业
非中小型企业或其它借贷者,如有需要,需自行向各自的银行或发展金融机构洽谈宽限期。

【问题七】这个消息是真的吗?这几天还有很多人说要下载表格去申请。
【答】是真的!因为这个是3月24日傍晚的消息哦,所以大家都不需要特别下载表格申请了!国家银行的官网也公布了。

【问题八】那延迟付款的话,会不会有额外的利息?
【答】除了固定利息的贷款,如 Hire Purchase Loan/Islamic Loan,一般来说,自动延迟付款所产生的额外利息会进入母金,您的银行会通知关于您贷款的详情(包括利息计算和解下来调整后的供期)。不过这个至少让现金流有问题的商家和个人喘一口气,在这个困难期间不会因为现金流的问题被放上黑名单

【问题九】如果我希望照常付款,我需不需要另外申请?
【答】如果您不想延迟付款,您不需要特别通知银行。照常您要早还完也行的。但是如果您的银行有向您做出询问,您必须回复您不想延迟。

【问题十】是不是全部银行都生效?
【答】是,全部由银行或发展金融机构 (Banks & development financial Institutions)的贷款(除了信用卡)的借贷者都自动获得这个帮助。

【问题十一】那AKPK(债务重组局)的人会被影响吗?

【问题十二】这个是不是只开放给那些有患上新冠肺炎的病人而已?
【答】不是,是所有人,因为所有人的经济和现金流都被影响到了!

【问题十三】在外国(例如新加坡)工作的人能享有这个福利吗?
【答】是的!所有人民(包括个人或中小型企业)都能延迟六个月付款哦!

【问题十四】那为什么昨天(24/03/2020)早上银行还打电话催我还三月的车期?
【答】这个政策是四月一日才正式执行哦~

【问题十五】如果没有还,那么下一次还的时候不是要还更多?
【答】银行会提供几种方案:
1. 让您在第七个月一次清还之前六个月的贷款
2. 让您在第七个月才开始一个月一个月还,
3. 调整并提高接下来您的所有供期自动延迟付款所产生的额外利息会进入母金(除了固定利息的贷款),您的银行会通知关于您贷款的详情(包括利息计算和解下来调整后的供期)。不过这个至少让现金流有问题的商家和个人喘一口气,在这个困难期间不会因为现金流的问题被放上黑名单

【问题十六】那延迟付款的话,会不会有迟还的罚款利息 (Late Payment Interest)?
【答】不会有late payment interest 哦!一般来说,自动延迟付款所产生的额外利息会进入母金(除了固定利息的贷款),您的银行会通知关于您贷款的详情(包括利息计算和解下来调整后的供期)。不过这个至少让现金流有问题的商家和个人喘一口气,在这个困难期间不会因为现金流的问题被放上黑名单

【问题十七】Aeon Credit, Toyota Capital,Orix或其他贷款公司的欠款呢?
【答】属于国家银行所管辖的银行或发展金融机构 (Banks & development financial Institutions),借贷者才能自动获得这个帮助。

Toyota Capital 并不属于马来西亚国际银行指定必须给予自动延迟6个月的付款。

【问题十八】我有两张信用卡有着巨额的欠款。我在一月份的时候已经被公司裁退,从一月份开始我就没有办法支付我的供期了。我非常担心我的财务状况,我需要联络我的银行查询吗?
【答】如果您已经连续三个月没有办法支付信用卡的最低付款,您的银行或金融机构将会把您的信用卡卡债转入一个不超过三年,利息不超过年利率13巴仙的定期贷款。

【问题十九】我的月收入有RM5500,我能享有这个信用卡转换定期贷款的配套吗?
【答】这个配套是和个人收入没有关系的,银行或金融机构将会把所有连续三个月没有办法支付信用卡的最低付款的借贷者的信用卡卡债,转入一个不超过三年,利息不超过年利率13巴仙的定期贷款。

【问题二十】如果我已经使用了这个信用卡转换定期贷款的配套,我的信用卡还能用吗?
【答】可以。但是银行会把已经转入定期贷款的借贷额与信用卡的信用额度对扣。那个新的定期贷款的每月供期也将加在信用卡的最低供期里面。

【问题二十一】如果我的贷款是每月自动转账的(Auto Debit), 银行会自动帮我停止六个月的转账吗?
【答】我们建议你直接通知银行。

[Q1] What is deferment of loan or financing repayment?
.
[Ans] This is a temporary deferment or suspension of loan/financing repayment obligation (principal and interest) for a limited period of time in order to temporarily reduce the pressure on everyone's cash flow. Bank Negara Malaysia announced on 24 March 2020 (Tuesday) that all individuals and SMEs will automatically be allowed to delay payment of all their current loans, including home loans and car loans, for 6 months. For all credit card balances, the bank will provide customer options to convert them into term loans of up to three years.
.
The extra interest from automatic deferred payments will go into the master fund, allowing the borrowing to accumulate payments in the future. This can at least allow the businesses and individuals who have problems with cash flow to breathe a sigh of relief and will not be blacklisted due to cash flow problems during this difficult period.

Loan/financing repayment resumes after the deferment period.

[Q2] Why is there such a package?
.
[Ans] The outbreak of COVID-19 has greatly affected the economy and many people are now facing a cash flow crisis. The purpose of this package is to provide some relief to individuals and businesses who face temporary financial constraints during this period.

[Q3] Does it include personal loans? car loans?
.
[Ans] As long as the following conditions are met, all borrowers from banks or development financial institutions (except credit cards) will automatically get this help:
1. not in arrears exceeding 90 days as at 1 April 2020.
2. denominated in Malaysian Ringgit.
3. borrowers are individuals (owners) and SMEs.
Non-SMEs or other borrowers need to negotiate with their respective banks or development financial institutions for grace periods if necessary.

[Q4] Can I ask for more than six months deferment?
.
[Ans] The deferment is only for six months. Please contact the bank if you require a longer deferment period.
.

[Q5] If I opt for the deferment, will my CCRIS records be adversely affected?
.
No. However, interest will continue to accrue on loan/financing repayments that are deferred and borrowers will need to honour the deferred repayments in the future. This can at least allow the businesses and individuals who have problems with cash flow to breathe a sigh of relief, and will not be blacklisted due to cash flow problems during this difficult period.

[Q6] Do I need to apply?
.
No. All individual and SME loans/financing (excluding credit cards) that meet the criteria will automatically qualify for the deferment. Criteria are as follows:
1. not in arrears exceeding 90 days as at 1 April 2020.
2. denominated in Malaysian Ringgit.
3. borrowers are individuals (owners) and SMEs.
Non-SMEs or other borrowers need to negotiate with their respective banks or development financial institutions for grace periods if necessary.

.
.
Yes. Bank Negara Malaysia announced this package through their official website on 24 March 2020 (Tuesday).

[Q8] Will there be additional interest for deferred payment?
.
.
Except loans with fixed interest/profit amount such as hire purchase / Islamic loan. Generally, the additional interest from automatic deferred payments will go into the master fund, and your bank will notify you about the details of your loan (including interest calculations and adjustments to the adjusted maturity).

[Q9] How if I want to continue with my loan/financing repayments?
.
.
Please respond to the notification sent by the bank and informed that you wish to opt-out of the automatic deferment package, or continue to make timely and full repayment of your loan/financing..

[Q10] Which banks offer this deferment package?
.
All banks and development financial institutions (DFIs) regulated by BNM will offer this deferment flexibility. Borrowers that meet the eligibility criteria can avail themselves to this flexibility automatically.

[Q11] Will the AKPK be affected?
.

[Q12] Is this package only applicable to COVID-19 patients?
.
No. Everyone will automatically qualify for the deferment.

[Q13] Can people who work in a foreign country (such as Singapore) enjoy this benefit?
.
Yes! Everyone (including individuals or SMEs) can defer payment for six months!

[Q14] Why did the bank still call me yesterday (24/03/2020) for the March’s loan repayment?
.
This package will be implemented on 1 April 2020.
.

[Q15] How about the repayment after this deferment period?
.
Banks will offers several options:
1. Repay the loan for the total six months in the seventh month,
2. Continue your loan repayment in the seventh month,
3. Interest will continue to accrue on loan/financing repayments that are deferred (except loans with fixed interest amount). This means accumulated repayment amount during the deferment of repayment period will be added to the outstanding loan amount.

[Q16] Will there be a late payment interest for the deferred payment?
.
There will be no late payment interest! Generally, the additional interest from automatic deferred payments will go into the master fund (except loans with fixed interest amount), and your bank will notify you about the details of your loan (including interest calculations and adjustments to the adjusted maturity).

[Q17] What about the Aeon Credit, Toyota Capital, Orix or other loan companies?
.
As long as these companies belong to banks or development financial institutions under the Bank Negara Malaysia, borrowers will automatically qualify for the deferment.

Toyota Capital is not regulated by Bank Negara Malaysia and thus borrowers will not be automatically qualify for the deferment.

[Q18] I have two credit cards with big amounts outstanding, and I was retrenched in January. I have not been able to meet my credit card monthly obligations since January and am very worried of the consequences. Will I qualify for the conversion of these outstanding balances into term loans/financing? How does it work? Do I need to call my bank to effect this?
.
If you have been unable to meet the minimum monthly repayment on your credit card consecutively for the last 3 months, your card issuer will convert the outstanding balance into a term loan of not more than 3 years at an effective interest of not more than/financing 13% per annum.
.

[Q19] I heard that banks will now provide automatic conversion of credit card balances into term loans/financing, but I have a monthly salary of about RM5,500. Will I qualify for this conversion package by banks?
.
Banks will convert the outstanding credit card balances of cardholders who are unable to meet the minimum monthly repayment consecutively for the last 3 months, regardless of the income levels of the cardholders.

[Q20] If my credit card outstanding balances is converted to a term loan/financing, can I still use my credit card?
.
Yes, you can continue to use the credit card up to the remaining credit limit after taking into account the balance converted into a term loan/financing. The outstanding balance converted into the term loan/financing is treated as part of the credit card limit. In addition, the monthly term loan/financing instalments will then form part of the minimum monthly repayment amount on the credit card.

[Q21] I have a loan/financing which is automatically deducted from my bank account (Auto Debit). Do I qualify for the deferment?
.
